Transparent WebP images marked as animated and can't upload

One of my users reported this problem to me. He tried to upload a transparent WebP image and it got blocked saying it is animated. He was able to upload the same image after removing transparency.

I tested this on 3.17.1 (GD Library) and demo site (ImageMagick?) and got same results. Same image saved as PNG with transparency got uploaded without issue. I have attached the error screenshot along with sample images for testing.

▶ Reproduction steps
  1. Try to upload attached Transparancy.webp image to a Chevereto site with WebP enabled
  2. Error will appear
