is_file(): open_basedir restriction in effect. File(/etc/pki/tls/certs/ca-bundle.crt) is not within the allowed path(s):
 
Issue here is that we are now detecting the system ca-bundle using CaBundle::getSystemCaRootBundlePath(). This is required to perform HTTPS requests.

Unfortunately, not all systems are configured in a manner that the detected cert file is enabled for inclusion so we will try an alternative workaround using the cert included with the dependency. This is affecting those with restricted access to the server provided ca-bundle file.
