Improve the content of the alt tag of an image because currently the content that is in the alt tag is the name of the file is not very good for the seo because usually the name of an image file is AGFS458JPEG, GTFQ20180412 . It would be interesting to put the description of the image in the alt tag.

The content of the tag is important for referencing images in google image and in other search engines because it describes the image. We can put the description of the image and / or the title of the image in the alt tag.

The largest online image site have alt tags with a really desciptive image and they are best ranked in google.

Often the description is not present there is only the title of the image we can add the title in the alt tag. For example on this page the alt tag is empty because there is no description

Yep, users don't care about file names and titles at all. Mostly, all we have from user is a couple of words in the album desc
