The settings table looks odd. Several repeated values (keys). This is only related to bad editing, as you may notice no one else has issues similar to this.

I tried to fix it but you revoked the FTP access you gave me.

I just needed to run a SELECT UNIQUE query, truncate the settings table and import the uniques. Anyway, is your call.
 
I've fixed your settings table by removing the duplicated settings. You should try now. If you need the old duplicated settings table I can send it back to you.

Still a few oddities but nothing I cant handle. And will have no trouble upgrading next time!
