How to properly enable moderation v3.16?

Maybe I'm doing something wrong: enable moderation of guest images in the control panel, as guests are uploaded and uploaded, as images for moderation do not get
 
It looks that the functionality isn't working for moderating just guest. It moderates all or none at this time.
