⚙️ Renamed CLI importing command to bulk-importer

This command was used to be named "importing", now it has more context with its proper name.
 
👉 Renamed /dashboard/bulk to /dashboard/bulk-importer

Bulk what? Now the route is "bulk-importer", just like the command name.

🐘 Overall improved code quality

V4.0.0.beta.9 includes a new coding standard quality metric, PHPStan (level 5), and the entire codebase quality has been dramatically improved. This release brings the most stable code yet for a Chevereto release.
