Can I set this to always Dark by default?

Tone seems doesn't work the same as the header stays light.

This is not correct. The header changes, checked on the demo and stock install. Is just that the systems could be tricky with previous changes, and it also needs all caches to be flushed. V3.15.0 overrides any custom setting on the theme top bar, it always use white for light and black for dark. If it doesn't do that is because the system files aren't properly updated (or loaded) in your server.
