Can't add AWS S3 to external storage

🎯Description of the issue

I can't add AWS S3 to external storage.

▶🚶‍Reproduction steps

1. Go to Dashboard -> Settings -> External Storage -> Add Storage
2. Then I did follow all steps on Chevereto documentation.

😢Unexpected result

After press submit, the error message displayed:

Can't insert storage. Error: Error executing "PutObject" on "https://xxx.s3.ap-southeast-1.amazonaws.com/Chevereto_test_2019-06-28_08h00m02s.png"; AWS HTTP error: SSL CA bundle not found: /home/xxx/public_html/app/vendor/ca-bundle.crt - check your input parameters

The missing cert was added to 3.13.3, if you don't have it there then just manually upload it as is described earlier in this topic.

Thanks, it seems that every-time I rebuild composer the thing gets removed. I don't know why, the thing is a dependency. Anyway, I will keep an eye on it.
