app/src/Legacy/G/Gettext.php Error

Hi,

I have this error when I try to switch the language of my account

Error 1:

in /home/website/public_html/app/src/Legacy/G/Gettext.php:590

# Message [Code #2]
touch(): Utime failed: Permission denied

Error 2:
When I'm logged out and trying to switch the language in the home page I got the message

Also just want to mention that for the language error I tried also on a clean installation on imgurhost.com and got the same error message.
(I know about the license and will delete the content from the second domain for now just testing on clean installation what and how it works to compare with my real domain)

Error 3:

The contact form doesn't work I don't receive any emails no emails from confirmations, no emails from password reset even no emails from my users. (There are no error message, seems like the contact form just don't send requests.)
▶ Reproduction steps

1. Login to the website with an account
2. Open your account settings (not the admin account settings but your profile settings)
3. I tried with 3 languages when I switch from Turkish, Bulgarian or French to English I got the error..

Error 1:

Not a bug, it needs write access to app/.cache. In any case, I will use a wrap to silence the error on 4.0.1.

Error 2:

Already addressed on 4.0.1.

Error 3:

Try checking if your email works. There's a tool for that.
