Should be good if users and guest could be able to report images.

Then these images will not be showed to public and users and will be sent to a special folder (or just a cond on DB like report=1) Then the new moderator rank can think about it and delete or allow image.

Your suggestions are already in the future functions list and I agree with them it will be nice to have that features.
