You are mixing concepts. Like I said before, VCS will be made using git and packages will be distributed with composer. Git will allow to generate/view any delta and composer will allow to handle just what is needed.This would be really helpful for those like us who have put in many customizations. At the moment, we have to redo everything after each update just to be sure. So it would be good, if we can at least have a list of files that get affected in each update.

Far as I know github apologized for that. Anyway, you can also use gitlab, bitbucket. I've used both in the past, they are OK. For me github is just way superior.not github? I don't want to support an anti jewish company.
