Users cannot set call to action buttons

I don't know if that's the idea or a bug. In general, when you try to install call to action buttons as a user, the site says that everything is ok, I saved everything. But the button does not appear and when you click again to edit the album, all the information is cleared and the checkbox is removed.
Admin and manager can set the button, it works.
If so designed, then why is it necessary for the user to leave a function that does not work?
I looked in the settings, but found nothing to disable or enable this function for users.
 
Call to action buttons are for admin and manager roles, not for normal users.

Being honest, I forgot to add the condition that excludes these fields at the form.
 
This bug status has changed to pending release (target 4.0.7)
