There doesn't seem to be a way to limit user accounts to bandwidth or image quantity?

I need to limit the amount of space each user can have? andbe able to lock the account if they dont pay?

I don't think that I will limit traffic but storage.

Edit the user's profile and change their status from Valid to Banned. This will lock them out. Once they pay, change it back to Valid.
If you haven't already done so, setup yourself with an account separate from your admin access. You can can test things like this.
