unable updating from 4.0.8 to 4.0.9

I have followed this updating guide

step by step using docker to update to 4.0.9
make image version=4.0.9
but go to the dashboard /update, the database shows "already installed"
the version of dashboard still shows 4.0.8
how to update from 4.0.8 to 4.0.9?

I have both updated one version 4.08 and installed one version 4.09 from scratch, in both cases, the version displayed is still 4.08.
