Error Message : IMG_4994.jpeg - File too big (UPLOAD_ERR_INI_SIZE)

File size is 1.3 MB, site limit is set to 8MB. Files smaller than 1MB upload ok. Applies to all users on all browsers. no difference between files types (jpg or png)
