Unable to save FTP information

The website is installed on a server and we call him A. The image is stored on another server and is named B.I fill in the FTP information in the dashboard-external storage.
But it is always impossible to connect without any error prompts. But if I fill in the FTP password incorrectly, I will be prompted to connect to FTP and cannot save the information.The problem now is that A can connect to C and not connect to B.B and C are exactly the same system environment, both A and B are in Hong Kong, C is in Los Angeles.
