The character ' is incorrectly parsed in user bios.

Non administrator users cannot use the character ' in their profile bio, Yet it's still accepted and shows up as "' "
This does not happen for administrators. (and the second you switch the user to an admin it stops being shown like this.)

Admins don't get their bio filtered. What you are seeing (&#039😉 is the safe version of that character. This is not a bug, it was made like that by design.

I am aware of the "web safe" defenitions for characters but this seems like a weird use for it, Is that going to break something if it was enabled for users?

If so, Perhaps it should be automatically removed or not displayed at all?
I've had a couple users attempt to use it and come to me asking why it's broken.
 
Don't know, the only thing that I can say is that any template thing won't be reviewed before 4.0.
