Private Uploads! Can't see that lock icon while uploading

Description of the issue
I'm the admin. I don't want to put some particular uploads in the mysite.com/admin albums available on my url. There used to be a lock button while uploading. Now I don't see it. Did I made some mistake in the settings?
I personally believe the upload should be like on Facebook. Everything should be private upload, only unless the user wants to put that in a particular album.
 
Private icon was removed long ago. Privacy runs on album privacy settings so use that for private content.
