Is there any way to implement this ? I would like to allow the users to have private messaging to disquss whatever they need in private.

v3 looks similar in layout as the other community sites. so why would be only a hosting script. If you want the users to use your site more (and also check more imgs / ads with that) they need to be able to interact more on the same site..

Pay someone to implement it. Anything is possible, just need the $money$ to get it done.
 
Extended social features (user messages, follow system, collaborative albums, etc) are not part of the 3.X release roadmap. Maybe it could be added for 4.X but that won't be discussed at least this year.
