PHP Parse error: syntax error, unexpected '.' in /app/lib/classes/class.login.php after upgrade

during upgrade, script would timeout and produce Error 500

when looking at error log, showing following:

[13-Nov-2018 00:55:20 UTC] PHP Parse error: syntax error, unexpected '.' in /app/lib/classes/class.login.php on line 313


i reverted back to 3.11 works, but then places site into maintenance, asking to upgrade, tried upgrading 3 times, same story.


first did upgrade to 3.12.2 that is when first error showed, then, upgraded to 3.12.3 still no go.
