Option to force re-update with same version

At the moment it is not possible to update Chevereto with the already installed version.

However, sometimes there are patched versions of the same release available after a while. (Like now).

I propose there should be an override, optional tick this box and force re-update with present version.
 
You can already do this.

Let's say that you want to re-install v3.7.3, to do that:

1. Edit app/app.php to reflect 3.7.2
2. Go to /update
3. That's all
