New pictures not showing up

I dont know if this is a bug or a Feature, but:

If a user (doesnt matter if logged in or guest) upload a picture, it's not shoing up on index page under new pictures. Only Pictures from the first admin are shoing up there. Also tryed to set an new user as admin, doesnt work!

Are there any settings or is it a bug or just a problem at/with me??

Pictures are NOT marked as adult!
 
Unless you set home user ids to zero (0) or just leave it empty the images from the index page will be taken from a target user id. Regarding the other issues, I'm afraid that is impossible to check what is going on if you don't provide your website URL.
 
Login as admin
Go to Dashbord -> Settings -> Theme - > look for "Home user ids"
Set to 0 (zero)
