With the move most things are configured. That said, I am getting an immediate issue as soon as I attempt to install.

It is because the php check, your installation fails to provide the required PHP setup. The error you see is actually a bug when failing to render the error message as the php check runs too early, before setting some context.

I've already patched this for v4.0.0-beta.10, with that update you will be able to read the actual error affecting your installation.
