Reviewing ModerateContent not filtering/flagging

▶ Reproduction steps

1. enable the ModerateContent API
2. upload an clear NSFW-Image

😢 Unexpected result

Depending on the setting choosen the image does not get blocked nor flagged as nsfw. It basically doesn't do anything.

I've noticed somtimes I'm also getting a timeout, if anarchid and moderatecontent is enabled, while Anarchid usually works just fine standalone.

Same here..

you are using Arachnid while one who made the topic uses ModerateContent which is two different tools.

Yours is timing out mostlikely due to to many requests.

This falls in the same reply I posted here. We need a way to send these failures to the manual moderation queue instead of just failing.
