Moderate content not working v3.20.14

I just noticed no uploads for a while so I tried one and got errorId #25c27bd504cead09 nothing uploaded.

the error log is below, I disabled Moderate Content and uploads are working again.

but if I try to re-enable Moderate Content I just get a white screen and the error below is logged.
