I just upgraded to 3.8.9 and noticed when you're on the "tools" page inside the administrator panel. You cannot click and view the "drop down box" menu.

The issue is not 3.8.9, it seems that the issue has been there since the introduction of those tools. I will patch it for the next release.
 
Add this CSS, it will fix the issue.
