I have a proposal for the IP ban,

Currently it is so, if a person receives a spell that he can access the page no longer at.

I would for the man installs an option that allows the upload prohibit. Thus, the person can still see pictures in the Community but can no longer upload.

There will be user groups in the future which could be used to move a user to the "banned" group so you can set what those banned users can and can't do. In this case a banned user (or IP) will belong to a given group and inherit the global permissions for that group.
