internal server error after restart and no corresponding error logs

🎯Description of the issue

recently restarted server and am now getting a internal server error when trying to upload an image. I have followed the debug page to set the debug level to 3 and have made sure that the php error reporting is enabled but i can't find any error logs for the event being generated. im not sure what more I can do to try and solve the issue if I don't have any error logs?
