index.php and install.php display the same page

I was wondering why, when u do a clean install, index.php display the same exact setup page that install.php those ? For me this feels like a bad idea.
Would it not be better if it displayed something that would not let others setup the script, even if its just for a short period of time.
 
The install process takes like 5 seconds. I think that it doesn't matter.
