1) At the beginning, we can use local storage but when the website grow and we have more than 100 images, it is best to use external storage. So it is a good idea to allow us to migrate images data to external storage automatically without break links.

2) Use more than one storage at the same time and images are copied to all checked storage at the same time.

3) Multilinks: The same image can have multiple links depending of storage. When a download link is down, another link takes place.
 
1) Move from local to external is all about an external task. The only thing that I could do to simplify that is a script that automate the MySQL queries.

2) I don't think that such thing is a good idea. Any backup system works better if is made outside of the system. It is simple as schedule a rsync task.

3) Same as 2. You are fixing a problem that doesn't need fix. This is not, 1994 we have CDN and systems that do that task infinite times better.
