The protocol is used depending on how you setup each storage and since those are different servers, you can't freely toggle https or not because for https you need a certificate to make it work.

You can enable or disable https for any storage at anytime so I don't see why you want this auto. Like I said, they are different servers and each one works in its own way.

I dont want to provide everyone with https because SSL makes web sever load very high.
And everyone doesnt need https.
But there are those who want https because their website is using SSL.
If their website using SSL and Image Tag(html) not using SSL, there are some
alert.(e.g only secure content is displayed-show all contents in IE 10)

This is why I requested.
But it's okay not to accepted.

Like I said, this can be configured in the system so I don't see what I'm missing here.

You can fully customize the external storage url which means that you can use http or https in your external storages.

If the website uses https or not should not depend in the visitor but in what you want to serve. I don't know any modern website where they allow you to turn on or off https at client side.
 
Local storage added on v3.11.0, it allows you to achieve what OP described.
