How to move the user's images to admin albums

let me know, could an admin to move the images of users to right chosen album?

Yes, an admin can do that for any given user.

I can't do it. Administrator can not to replace users photoes to administrator albums created. It's a problem!!!

Admin can move user images from one album to another. An admin can't move images from X user to Y user. In order to achieve that you need to do that directly in the database.
