How to Disable Duplicate Image Upload Permission ????

Duplicated uploads can't be disabled and it doesn't affect administrators. Duplicated upload detects by IP in a period of 24hrs, that's why it can't be disabled. For flood protection go to Dashboard > Image upload.
 
How to fix duplicate image upload problem for guest users?
I already disable flood protection. But it won't working. I need immediate solution,because i can't run my site for this problem. Please give me the solution asap.

Since v3.7.6 you will be able to enable/disable duplicate uploads.
