How do you change the text under the title on the front page?

On the front page it has the title and then a bunch of text under iut:

Drag and drop anywhere you want and start uploading your images now. 10 MB limit. Direct image links, BBCode and HTML thumbnails.

I can't find anywhere to change that since we do not allow bbcode or hotlinking.
