This is when you disable guest uploads.

In 3.1 when you're logged out. If you click on the top left and click upload it'll say you need to be logged in to upload photos.

But if you click on the red upload button it will take your through the process of uploading the photo it fails but still you shouldn't have an upload dialogue. When you click the red upload button it should have the same effect as clicking the upload button on the top left. It should tell users right away that you have to be logged in to upload photos.
