I received the flood detected email overnight, and was wondering is the users IP blocked? if so permanently? and if so can I unblock?

Flood detection will disallow uploads from that IP, it doesn't auto ban IP because you can't assume that flood was caused due to an attack or something like that.

Since every case is unique, it doesn't auto trigger a IP ban.
