File too big error

Error: File too big - max 2 MB
For cover image.

Hosting with Arvixe and they said they increased it to 100 MB. I am trying to upload almost 4 MB so should not be a problem.

Anyone can help with this?
 
Change the value at:

Dashboard > Settings > Image upload (for image upload)
Dashboard > Settings > Users (for user cover and avatar)
