External Storage (S3) upload slow

Has anyone noticed that uploading to an external storage like S3 tended to be rather slow?
 
I noticed that it was slow for me in some regions. For indtance US Standard and Sao Paulo works fast but US Oregon is slow for me.
 
Interesting. I don't have buckets in other areas other than the one in Singapore. Have always thought the slowness is an S3 thing.
 
The S3 region should be the closest one to your server but in some cases weird stuff can happen (like the Oregon thing that I have). You can easily test the speed by just changing the bucket name + the region and toggle the "active" box and for US Standar or Sao Paulo both of them works really fast for me.
