Error "URL uploading is disabled" even by administrator API keys

API url uploading is not working anymore after upgrading to 4.0. I tried two admin's API keys but got same results as following:

code:403
message:URL uploading is disabled

While I am sure url uploading is enabled (by checking dashboard and mysql database).
