email search no longer working in global search

▶ Reproduction steps
  1. enter an email address in global search
  2. press search or enter button
😢 Unexpected result

After the last bug report regarding error with '@' characters in global search, the implemented fix breaks the user search with email. The search is filtered without @ character, which results in a output matching the search terms to username instead of email. As a result the user we are searching for no longer is found, or often times multiple non-relevant results are returned if email has same character as username. In the case when username has no characters matching the email, the right user is never found.

I think we should consider this a feature. To be public able to search for users via email is wrong, it concerns privacy.

You should request to search for email address, that way search can get limited to admin role.
 
I thought this is already a case? Sorry, I didn't search email from non-admin user account.
I always assumed it is the case.
I will create an RFC.
