The Network Bundle is cheaper and your get the Network license instead the Core license + 1 year (domain + hosting). Of course your dont have to use the hosting or domain...but it makes no sense to buy a Core license...

Arvixe hasn't issue the API call or anything so most likely you should wait a few minutes. You can refer to @greggarvixe if you need help.
