$config['doctitle'] Does not support the Arabic language

hi ,
when i want to change text in $config['doctitle'] in arabic text ,Appear unknown text ,like this image :

how i fix it ..
 
Lets say that you want to use "mi hosting de imágenes" in the doctitle (obviously you can use whatever you want).

Step by step guide:
1. Go to this site http://www.greywyvern.com/code/php/utf8_html and type your text in the box
2. Select method HTML entities and click convert

You will get a text that is ready to be used on the config, for this example I will get "mi hosting de imágenes"
