Is not a refresh. Seems that files are outdated. Try to re-upload all the Chevereto files.
 
Yeah, most likely you have an script blocking the normal operation so Chevereto is halted and then you see that weird behavior. Try to add your external JS at the bottom rather in the top, that will avoid the render block.
 
Which external JS you talking about? I changed in css and other than there's nothing changed.

OK, I just noticed that I was using 3.3.0v. Now do I need to upload all the files including content and image folder? Replace with the old ones will delete all the previous data or what?

Anyway I have updated but still there's same issue. Even I have replaced all the files and removed all my changes.

Like I said, the issue is the scripts that are blocking the website load. Try to enable/disable until you see an improvement, my thoughts are that the issue is CloudFlare.
 
Well same is my point of view here. Before cloudflare it was all good. Anyway I will try without cloudflare and update here.

Most likely you are doing cache to everything (Cloudflare). You should try enable/disable settings then purge your website. Cloudflare is really messy when it comes to cache the html or javascript, as you may notice the rendered webpage is even replaced with something called "rocketscript".
 
Yes it was due to rocketscript in cloudflare:

Rocket Loader™ (Web optimization)
/ BETA
Automatically asynchronously load all JavaScript resources.

But currently it's fine without it.
