Chevereto doesn't accept license key after upgrade to latest version

Please open one ticket per issue. If you are experiencing multiple issues don't hesitate to create multiple tickets for each issue.

Reproduction steps
  1. Update from 4.2.0 to 4.5.2
  2. Most points in the menu are labeled PRO
  3. ENV is present, files with license key is present, if you access /dashboard/?license - you can see the key
Unexpected result

License key is present but doesn't affect anything on the webiste

no errors
 
Can be marked as solved.
Not sure this helped but I ran upgrade once again via CLI, it ended up with error

sh: line 1: /var/www/***/app/../app/bin/cli: Permission denied

and all points in the menu became available.
