Add TinyPNG API as external service

Personally, a lot of my users are very, very, happy, with the fact that my host doesn't optimize their images any further. They're constantly pissed off with image hosts that just ruin the look of their graphics by cutting down compression to a serious amount.
 
TinyPNG losslessly compresses images. Your picture quality will be the same only they format image code and remove image meta tags.
 
I'm all in for adding binary tools, we already support many in v4.3.0: ffmpeg, exiftran (jpegtran) and exiftool.

Third party optimization services (based on top of other tools, aws, etc) are forbidden here, we won't cross that line anymore.
