Add option to disable update software for non-root users

Hello!

I have a few people set as Administrators for reasons. I would like a way to disable the other administrators but me updating the software. I wanted to wait to update until I had time to edit the theme files again due to the direct link is my default over the embeds.
 
I believe that I can mark this one as implemented as the manager role allows to manage content, but not touching the software updates.
