On V4 I added guest checkbox for tos acceptance. This is to comply with all the new laws around users uploading data. These laws aren't universal and there are lots of use cases where that is not needed so this RFC is to make that checkbox optional.

I believe that there's a lot of interest on this, mostly because gdpr and all the other laws of that kind doesn't affect everybody. Heck, I'm from Chile that stuff is not law for us.
