I might recommend Rodolfo build the template on my modern, responsive modular email framework called Husk. It has a vanilla production version as well as an example version. The design would need to come from somewhere else as it's just a framework.

The docs would read:

It's modular: duplicate, remove, or adapt sections as needed. Each block is commented so it's easy to find the beginning and end.

Past that the dev needs to understand how to work with HTML, tables, and CSS AKA the foundation of HTML emails.
