[v4.8b] uploading an Image with tilde (~) returns "too many redirects"

▶ Reproduction steps

1. Upload a File named for example PXL_20210909_090832315~2.jpg
2. try to open the link https://link.com/PXL-20210909-090832315~2.lNxJm
3. site returns "too many redirects, clear your cookies"

opening https://link.com/lNxJm (routing set to image) it redirects to https://link.com/PXL-20210909-090832315~2.lNxJm and returns too many redirects as well.

😢 Unexpected result

Site returns "too many redirects", can't access the image.
