After upgrading from 3.17.0 db_pdo_attrs no longer read from app/settings.php

▶ Reproduction steps
  1. Update from 3.17.0 to 3.18.0 (or above)
😢 Unexpected result

The website responds with a 500 error after the extraction step. I've setup my database connection to require SSL, which needs some extra setup in app/settings.php.
Attached patch fixes the issue.
